Your keyword is CAN. In the case of the GIF that I posted, of which is not my creation and is credited in the GIF itself, the tangent line is pertaining to a parabolic function (we assume). Tangents only cross a curve more than once in only a few cases such as a cubic function due to its graphical characteristics.
